Community

Black Swan Estates is a private lake straddling two counties in Kansas. Residents choose Black Swan for the scenery and outdoor life as much as for the privacy our community provides. Besides being a great place to live, we have a diverse and active community whose members volunteer to provide services to the community that they love.

Black Swan is incorporated

Each homeowner is a member of the Black Swan Homeowners Association, and bound to the rules and regulations found in the Declaration of Restrictions and the By-Laws. New members receive a copy of these documents from the Welcoming Committee so that they can be informed of their rights, responsibilities and obligations. You can request a copy if you are considering moving here (blackswanwebsite@gmail.com)

New building and structural modifications

Residents must follow the building codes for city of residence—Shawnee or Kansas City, Kansas. The homeowner must also get approval from the House Approval Committee.

Service responsibilities

The cities of Shawnee and Kansas City, Kansas provide police, fire and emergency medical services (based on your city of residence). The BSHA owns and maintains—with volunteers from the 13 standing committees that serve our community—private roads, pool, two dams, lake and pond as well as the community areas.

Annual Assessment

There is an annual assessment to each home site that is due on or before May 1st of each calendar year. Members of the association vote on the assessment at the annual meeting held in March. This assessment covers the cost of community business and services when volunteers are not available. Special Assessments may be approved by the BSHA to cover capital improvements. As of 2019, there is no initial membership fee for homebuyers.

Board of Directors

Each year at the annual meeting Black Swan Homeowners Association members elect residents to serve on the Board of Directors. These volunteers oversee community activities and offer support to our committees, and vote on the annual budget. The budget determines the annual assessment.

The pool and lake areas are for the use of residents and their guests. All guests are bound to the established lake and pool rules when visiting.
